My first reason is, you might want to be with a friend but the class could fill up too quickly. You could have a friend that you have no classes with and try to sign up for an activity period together but then it could be full. 

Next, it is fun with more people and when there are more people in each activity period you can meet new friends. 

Finally, If there are more people than you have more options, for example if there are only a few people allowed in each then they fill up fast and you have less options. But if there are more people allowed, then there is more time to sign up and more options.

That is why I think that there should be more people allowed in each activity period.
